SMART, the Student Multi-Agency Resource Team, began in 2001 in the Portland
Public Schools. The SMART team pulls together a person-centered and family-centered
group of school, state and community providers to identify services for
students/families with complex needs. The purpose of this project is to
evaluate the coalition’s support of children with emotional and
behavioral needs and their families through analyzing lessons learned,
the advantages and disadvantages of the coalition, and identifying barriers
to replicating the initiative in other schools. CMS has provided funding
for this 3-year project under the 2001 Real Choices Systems Change grant
solicitation.
Instituting School-Based Links with Mental Health and Social Service
Agencies is part of a series of "Safe and Secure: Guide to Creating
Safer Schools." The section under "School-Community Collaboration"

Lehigh Valley Wraparound is an example of a school-based wraparound
service that is offered in a school system in Pennsylvania. It has
some similarities with the SMART service at the Portland schools.

Wraparound Milwaukee is a service that integrates the school system
with corrections, mental health providers, and the child welfare system.
It's been cited as a national model by the New Freedom Commission on
